The Prince George's County Government Office of Housing and Community Development is currently seeking highly qualified candidates to fill a Capital Project Coordinator/Construction Management Specialist position, grade A27in the Housing Development Unit

About the Position:

This position is a professional class of work whereby the incumbent is responsible for performing a range of tasks under general supervision, facilitates and coordinates the development, design, review, approval, and construction of County-funded capital building projects and renovations. Excellent hard and soft skills are required to effectively manage the projects and construction activities, including but not limited to collaborating with Government agencies staff, consultants, contactors, and rehabilitation specialists. Knowledge of land surveys, deeds, plats, construction drawings, thorough knowledge of the applicable County Code, Agency-specific regulations, funding sources, program requirements, DHCD policies and procedures, departmental engineering standards, specifications, and codes. Work performance is evaluated in terms of effective and timely management and administration of assigned program objectives and successful completion of assigned tasks.

About the Agency:

The Prince George's County Department of Housing and Community Development (DHCD) works with affordable housing developers and community partners to support equitable economic growth in the County by creating and preserving quality homes for current and future residents. DHCD does not lease, own, or sell affordable housing. We provide financing for new construction and the preservation of affordable housing.

Examples of Work

* Plans, coordinates, and manages Department of Housing and Community Development funded capital projects.


* Develops project plans, schedules, and budgets in collaboration with development teams including architects, engineers, contractors, and other stakeholders.


* Coordinates and reviews the work of professional and sub-professional engineering, technical, and inspection staff.


* Oversees the activities of construction site to ensure that projects are progressing according to plan.


* Administers capital improvement construction contracts and participates in pre-bid and pre-construction meetings with contractors.


* Serves as a point of contact for other county departments and non-profit organizations receiving County, State, and federal funds through the DHCD.


* Performs field inspections of sites.


* Ensures that all projects meet the required quality standards by conducting regular inspections and working closely with contractors to address any deficiencies or issues that arise.


* Establishes and manages capital budgets and schedules along with other agency staff.


* Ensures that all projects comply with relevant local, state, and federal regulations related to housing development and construction.


* Moderate to advanced knowledge of deeds, plats, land surveys, rights of way and other conveyances and conduct research using online systems.


* Moderate to advanced knowledge of Davis-Bacon requirements, MBE-WBE, Section 3, certification, and payroll, conduct interviews in accordance with established federal requirements with contractors (general and sub), employers and construction employees.


* Willingly and cooperatively performs tasks and duties which may not be listed in the class specifications or position description, but which fall within the general purview of the occupational specialty and responsibility level associated with the class of work.



Qualifications

* Bachelor's degree or public administration, social services, sociology, psychology, or related field.


* Two (2) years of responsible community development supervisory work.



An equivalent combination of education, experience, and training may be considered,

Preferred Qualifications:

* Bachelor's degree in Environmental Science, Historic Preservation, Architectural History or other related fields.
* Two (2) years of responsible professional research, and writing, technical analysis, and developmental work experience in environmental science and/or historic preservation.

Conditions of Employment: Upon selection, the candidate must:

* Have considerable knowledge of information sources and research methods particularly in the fields of physical, social, and/or economic community development, as well as human group behavior.
* Have considerable knowledge of administrative interrelationships particular to those federal, state and local agencies which are currently funding or controlling the funding of community development programs.
* Be able to work effectively with the disadvantaged or their group representatives as well as representatives of social service agencies operating related programs.
* Be able to provide liaison and coordinative services between those federal, state, and local agencies.
* Meet all training and performance standards and demonstrate proficiency as required by the agency.
* Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
* May be required to successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
* Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
