About the job

To manage the ongoing maintenance and development of the South Western Railway Safety Management System (SMS) so that it remains compliant with applicable legal and other requirements - driving a reduction in risk and an improvement in safety performance. Key to this will be leading the change management and safety validation process so that the safety risks associated with change projects are identified, understood and mitigated prior to implementation. To drive and support NTS and a proactive safety culture. Oversee the implementation and delivery of core health and safety training across the organisation. This post will also deputise for the Head of Safety.

Your main responsibilities will be:

  • Develop and maintain the South Western Railway (SWR) Safety Certificates and Authorisations, ensuring that they reflect the arrangements within the SMS and are fully compliant with legislative requirements.
  • Develop and maintain the SWR SMS so that it remains fit for purpose, compliant with relevant legislation, industry standards and franchise commitments and drives continuous improvement.
  • Be the lead in developing the safety culture of the business, embedding the Risk Management Maturity Model (RM3) into the day to day operation of SWR in compliance with the requirements of the ORR.
  • Manage and monitor the embedding, in a consistent manner, of Non-Technical Skills (NTS) into the management of employee competence within SWR.
  • Ensure that the SMS is effective in identifying risk and has processes in place to enable the risks to be mitigated.
  • Oversee the safety validation of change process to ensure that proposed changes comply with relevant legislation and standards, and do not adversely impact upon safety.
  • Ensure that the SMS has effective process in place for the recording, reporting and investigation of accidents and incidents.
  • Consult with key stakeholders in order to develop, implement and maintain the SWR safety improvement strategy.
  • Ensure that the SMS has effective processes for identifying, developing and monitoring safety assurance activities - undertaking SMS audits where required.
  • Ensure the effective consultation and implementation of the processes and procedures that constitute the SMS.
  • Maintain theoretical and practical competence in the field of safety management, including the application of relevant legislation and industry requirements.
  • Create a proactive Risk Management process within the organisation by using analysis tools and risk profiling.
  • Create and maintain an effective and proactive Fatigue Management System.
  • Support the implementation and delivery of Health and Safety Training.
  • Line manage the Safety & Standards Documentation and Database Controller, Safety Validation Manager and the Safety Trainer.

As a minimum, you will need to have:

  • A formal safety management qualification (equivalent to NEBOSH diploma or working towards) or three years rail industry risk management experience. Membership of IOSH is desirable but not essential.
  • Significant experience in a safety or risk management role, preferably with three years' experience of such a role in the UK Railway Industry.
  • Sound understanding and experience of change control and safety validation processes.
  • Excellent communication skills, both written and verbal, with the ability to influence decision makers and the behaviour of front-line employees.
  • Ability to work on own initiative, self-motivated and able to set and achieve demanding targets and objectives, and report upon them.

About the location

South Western Railways HQ is based on the 4th Floor at South Bank Central, a stone's throw from the River Thames and a 10 minute walk from our busiest station, Waterloo. It is local to many well-known attractions, restaurants and retail facilities and is easily accessible by public transport.

Working an average of 37 hours over 5 days

Monday to Friday office hours
