Purpose of the job

  1. The Sub-Agent assists the Site Agent in the management and operation of the Site and Tunnelling Works at Elephant and Castle for the delivery of project works, ensuring quality and safety requirements are fully met.
  2. Assist the Agent in delivering the project safely to time, to the satisfaction of the client and to budget.

ACCOUNTABILITIES / KEY RESPONSIBILITIES

Programme

  • Maintain your own sub-package specific programmes (Excel or Project) where required to aid management of subcontracts.
  • Review and comment on subcontractors Clause 32 Programme Submissions, this includes Design and Construction Programmes.
  • Manage interface within the programme activities with other disciplines.
  • Assist planner with the weekly updates to the programme.
  • Review and comment subcontractors 4WLA's each week.
  • Be fully aware of the Main Works Programme, all items affecting your Packages, and all follow-on activities, to ensure issues and opportunities are flagged up/taken.
  • Highlight risk and opportunities.

Commercial/Procurement

  • Contract Administration for your subcontracts (NEC - Contract experience).
  • Input into the Forecast for the Packages, with the support of the QS.
  • Support the procurement process for the Packages of works to be delivered.
  • Produce Sub-Contractor Scope of Works.
  • Draft CONCs, EWNs and RFIs when required, both to your subcontractors and up the line to the Client.
  • Maintain accurate as-builts for each of your packages of work.
  • Maintain Forecasts for packages of self-delivery works.

Design & Engineering

  • Review Tunnel/ Civil Subcontractors Construction designs and specifications for constructability and compliance with standards.
  • Draft and assist with the development of Temporary Works Design Briefs, for the successful delivery of the tunnelling works, and associated support services.
  • Responsible for identifying and resolving problems arising from technical site issues in liaison with the Site Agent.
  • Assist with the development and approval of materials in line with the designers' specifications.

Quality and Handover

  • Review pre-construction documentation for packages of work to ensure it is produced to Dragados and TfL standards.
  • Responsible for reviewing and ensuring that the ITPs are to a high-quality standard and to TfL's requirements before being submitted for signatures.
  • Ensures that all ITPs and inspections on site are being recorded and tracked via trackers to ensure ITP Completion.
  • Coordinate materials approval process.
  • Responsible for the delivery and tracking of Redlines and As-Builts for your packages
  • Ensure that quality documentation handover packs are compiled and submitted in time to meet programme needs.
  • Supports Dragados's Subcontractor to ensure quality control is kept up to the required standard.
  • Ensure all snags are closed out in a timely manner.

General

  • Assist with the construction strategy; this includes induction meetings, pre-commencement documentation such as Method Statements, Environmental and Quality Plans, Construction programmes, procurement and design deliverable schedules.
  • Liaise with the Site Agent and Section Foreman to allocate labour, plant, materials and temporary works to carry out the activities to the required standards, programme and budget.
  • Assist with the career development of subordinate staff.
  • Deliver all works as quickly and efficiently as possible
  • Maintain Document Trackers for your Packages

SPECIFIC SAFETY RESPONSIBILITIES

The post holder must comply with sections 7 and 8 of the Health and Safety at Work Act:

  • Take reasonable care for the safety of themselves and of any other person who may be affected by what they do or fail to do at work.
  • Co-operate with their employers or any other persons in the performance of their statutory duties.
  • Not to misuse or interfere with anything provided in the interests of health, safety or welfare.

The post holder must also comply with the requirements of Dragados' H&S Policy and co-operate with Dragados in its efforts to prevent accidents and ill health. In particular the post holder will:

  • Behave in a responsible manner at all times.
  • Develop and demonstrate a personal concern for the health and safety of themselves and others and encourage Dragados Safety culture throughout workforce.
  • Report all accidents, incidents and near misses to their line manager or health and safety manager as appropriate.
  • Ensure that any personal injuries are recorded in the accident book.
  • Propose to their immediate supervisor ways of eliminating hazards and improving safety at their workplace.
  • Attend health surveillance when instructed.
  • Set a personal example of safe behaviour and mentor others to follow a good example.

EXPERIENCE, KNOWLEDGE, QUALIFICATIONS & TRAINING

  • Have a good understanding and experience of SCL and Squareworks Tunnelling with experience working on a TfL/London Underground Works.
  • Have experience with working with NEC Form of Contract.
  • Have working communication skills in English (both written and verbal) and be able to report at Management level
  • Educated to degree or higher level or equivalent in a numerate/engineering discipline. A lower educational level (HNC or HND) with a very significant level of experience in a senior technical engineering role.
  • Membership/Chartership of relevant Professional body according to the position or an international equivalent professional status.
  • Relevant experience with a Civil Engineering Contractor on large infrastructure Tunnel Projects.
  • Previous relevant experience within TfL or similar rail environment and experience with Local Councils.
  • Experience of managing programmes of work, ensuring the project runs to schedule.
  • Experience in managing subcontractors, and finding solutions to problems that may cause delays or extra costs
  • Experience leading site teams and mentoring them to help build a solid project team
  • In-depth knowledge of the development and implementation of quality management
  • Hold SMSTS Accreditation
  • Hold CSCS card
  • Computer skills – Word, Excel, Outlook, Project, PowerPoint
  • Working knowledge of the:

Health & Safety at Work Act 1974

Construction Health, Safety and Welfare Regulations 1996

Construction Design and Management Regulations 2015

Management of health & Safety at Work Regulations 1999 and other relevant legislation

  • Hold a First Aid Training Certificate
  • Hold a driving licence.
