About the role

Working with the Head of Climate Change and Green Finance Senior Programme Manager you will help support the delivery of the Mayors net zero 2030 target, particularly by working with London organisations to identify and support investment opportunities that can ultimately be financed by the Mayors London Climate Finance Facility. The Facility has made available over £1.1 billion of finance since 2018, supporting projects to make buildings more energy efficient, develop new renewable generation capacity and to decarbonise transport primarily across public sector organisations in London.

You will support the Mayors ambition by liaising and engaging with GLA functional bodies, boroughs, and other strategic partners in Londons public sector to identify a pipeline of projects viable for green finance, and opportunities to use technical assistance to develop a future project pipeline. You will be responsible for maintaining a stakeholder engagement plan, liaising with stakeholders to communicate the green finance programme aims, support mechanisms and processes. You will also help the team to develop our strategic engagement with the investment community, with a focus on private sector investment. The Stakeholder Engagement Manager will help organisations navigate the Facility as well as feeding back on emerging projects and stakeholder priorities and challenges.

Good Growth

Situated within the Climate Change team, within the Good Growth directorate. The Good Growth is responsible for delivering and implementing the Mayors environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.

Principal accountabilities

  1. Develop and maintain an up-to-date stakeholder engagement plan, ensuring all stakeholder engagements are managed effectively.
  2. Engage and liaise with stakeholders, communicating the green finance programme aims, processes, and information needs, give feedback on emerging projects and handle communications on green financing mechanisms.
  3. Help institutions to access existing and expanded technical assistance through the project life cycle and provide private sector partner engagement.
  4. Ensure that projects are effectivelydeveloped and delivered by working with the wider Environment team, key GLA teams and governance, Mayors office and key external stakeholders where needed.
  5. Navigate internal stakeholders effectively, including procurement processes, monitoring, review and governance.
  6. Contribute to the development and implementation of delivery approaches in line with Mayoral priorities and GLA decision making frameworks.
  7. Engage with internal and external stakeholders, to represent and promote the GLAs strategy and actions.
  8. Provide policy advice and support to the Head of Climate Change, Assistant Director of Environment and Energy, Deputy Mayors, Mayoral Advisers, senior managers and Assembly Members on matters within the area of responsibility.
  9. Prepare and present reports, briefs and recommendations on key issues and actions to the Green Finance Senior Programme Manager and Head of Climate Change to facilitate executive understanding and decision making.

Person specification

Technical requirements/experience/qualifications

  1. Strong experience of stakeholder engagement management, including resolving complex issues effectively and efficiently.
  2. Ability to absorb complex information quickly, and to communicate it to a non-expert audience in a concise and engaging way.
  3. Well-developed communication skills and experience convening partners to achieve programme aims.
  4. Experience managing a range of private and public stakeholder relationships.

Desirable

  1. Experience in, or knowledge of, green finance.
  2. Experience of working with investors.

This role is based at London Fire Brigades Head Office (Union Street SE1 0LL)

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.
