Summary of the Job:

The MEP Technical Manager position requires an individual with an extensive construction delivery experience working on complex residential mixed-use schemes to support the multiple projects managed at various stages of design and construction by Excel Winner.

The candidate must have considerable site-based design and technical MEP experience and will be required to work closely with our in-house team and provide excellent advice and direction on all MEP related matters.

You will be accountable for the delivery of the various projects and to manage the external MEP consultants with our team, whilst also taking responsibility for reviewing contractor design information for compliance with all relevant regulations and meeting our business expectations. You will act as our focal point for Excel Winner on all construction related MEP design and construction works and be accountable for the MEP through all works stages including handover and post completion.

Job Responsibilities:

• Collaborate with our in-house team and assist with preparing consultant scopes of services
• Prepare reports for senior management endorsement
• Manage and provide direction on MEP design, identify any scope shortfalls and ensure tender information has been thoroughly considered
• Work with the team to identify all design and construction risks and regularly update the MEP risk register for internal review
• Manage detailed design expectations against the requirements of the development programme
• Manage and provide direction to close out all technical queries and coordination with all consultants
• Manage the review of drawings, specifications and instructions

• Review the detailed design information and ensure the design is fully considered and released in a timely manner for procurement and construction purposes
• Provide direction on construction phasing and associated MEP strategy necessary for phased handovers
• Provide direction and review design for the timely relocation of chillers and energy centre works
• Provide direction on the design of utility and bathroom pods etc. and ensure that all risks have been considered
• Review and manage project schedules and identify any non-compliance matters for consideration and actioning by all relevant parties
• Liaise with the cost team to ensure the design and specifications meet with the company’s budget expectations
• Manage impact of any design changes on the development programme and any associated impact on costs
• Manage and provide direction on all MEP procurement and evaluation of contractor tender returns
• Evaluate all tender returns and prepare reports setting out findings and recommendations
• Attend contractor design and management meetings and provide direction as required to ensure compliance with employer requirements
• Review and comment on contractor design information and ensure employers agents are fulfilling their responsibilities
• Report on all H&S matters requiring attention
• Regularly attend site to inspect progress and compliance with the employer’s requirements and prepare reports
• Provide direction on all product approvals and ensure compliance with all regulatory requirements
• Programme management and identifying areas of risk requiring direction
• Focus on problem solving and ensuring timely completion of all MEP related works Attend as appropriate all testing and commissioning activities and report on progress
• Prepare regular progress reports for senior management review

Job Requirements:

• Educational Background: Degree or certification in Mechanical Engineering, Electrical Engineering, or a related field.
• Certifications: Project Management certification is highly desirable.
• Proven Experience: Demonstrated success in delivering large-scale residential MEP systems for complex projects.
• Construction Expertise: Extensive experience in the delivery of complex residential mixed-use developments. Skilled in overseeing all MEP design and construction activities.
• MEP Systems: Strong background in the design, installation, and commissioning of mechanical, electrical, and plumbing systems.
• Site-Based Expertise: Significant site-based design and technical MEP experience.
• Team Leadership: Knowledge of external MEP consultant operations, ensuring alignment with company expectations. Proven ability to manage multidisciplinary teams, including subcontractors and consultants.
• Collaboration: Ability to work closely with internal teams, providing expert guidance on all MEP-related matters.
• Compliance Review: Proficient in reviewing contractor design documents to ensure regulatory compliance and alignment with business goals.
• Project Lifecycle Management: Thorough understanding of MEP systems throughout all project stages, including handover and post-completion processes.
• Project Management: Strong project management skills with a proven ability to deliver projects on time and within budget.
• Communication: Excellent communication and presentation skills for both technical and non-technical stakeholders.
• Cross-Functional Collaboration: Ability to work effectively with architects, contractors, and engineers to ensure successful project delivery.
