Contingent Workforce Compliance Manager
Hybrid with UK wide travel required
£45,000 - £50,000 per annum + car allowance + bonus + benefits
40 hours per week Monday - Friday

BCA are looking for a Contingent Workforce Compliance Manager to increase governance and reduce spend around agency usage, ensuring all temporary workers are legally compliant and suitably qualified. You will build processes to support the business regarding the engagement of temporary workers from sign off to offboarding of temporary workers in line with SLA’s and business need. You will work in partnership with the wider teams as well as the TA team to redeploy workers, increasing efficiency and reduce costs for the business.
Key Responsibilities
- Develop structured governance around agency suppliers through increased due diligence and creation of robust processes that include driving licence, RTW, DNI and certification checks
- Create and enforce an authorisation process for temporary workers which would include this person in the workflow to allow the monitoring all agency workers and the spend
- Monitor temp to perm opportunities to reduce unnecessary spend, partnering with workforce planning onsite to build a process and work closely with finance to monitor against budgets
- Governance and control re existing and new agencies to include reviewing current agreements and moving them onto our terms of business for aligned ways of working and SLA’s
- Support the business with the forecasting for temporary workers, understanding the roles required and any cyclical patterns
- Keep up to date with employment law, IR35, workforce planning with a focus on compliance and educating the business of this
- Planning for with National living wage increase, partnering with BP’s to ensure rates are fair and consistent across the agencies engaged
- Partnering with procurement, group tax, SLT, finance and legal to enforce any changes, ensure compliance and reduce risk
- Point of contact for temporary agency issues for example driver accidents, whistleblowing, etc
- Yearly auditing of agencies including review of PSL agreements for temporary suppliers including meetings with agencies and supporting leaders with agency review meetings as required
- Managing the IR35 Shield tool for day rate consultants including monitoring of ending engagements
- Build a talent pool in line with candidate ownership obligation
Key Skills
- Highly organised and confident building process flows and standard operating procedures
- Able to demonstrate strong relationship management skills
- Credible and knowledgeable re contingent workforce and workforce planning
- Passionate to deliver results quickly and effectively -demonstrate the impact through data and insight
- Data led with strong Excel skills, able to analyse data and ‘tell the story’ for senior leaders
- Follow employment law updates, particularly re contingent workers and be aware of upcoming legislation changes
- Strong influencing and negotiation skills able to flex style to suit audience
- Confident building and presenting presentations to senior stakeholders
- Previous experience in both internal and agency, ideally at a management level
