Portfolio Office Expansion Programme

As part of a major transformation, Scottish Fire & Rescue Service are expanding their Portfolio Office to enable significant internal transformation initiatives. This expansion will enable the effective delivery of a variety of organisational change programmes whilst also enhancing the growth and effectiveness of the Portfolio Office function. Ultimately, this expansion will aid in the delivery of a fit for purpose and cost-effective Public Service.


The Role

You will be expected to maintain the Portfolio Plan in the Project & Portfolio Management (PPM) system Wrike. The role holder will also consult with Project Managers on best practice as it relates to the project plan and what is considered a significant reportable event.


You will additionally be expected to track and report benefits as they are stated in project business cases and be able to report progress against achieving the benefits. They will act as the configuration owner of the PPM tool Wrike to ensure we leverage the tool to the best of its ability, developing standards as it relates to Project reporting, Board packs, monthly portfolio governance meetings etc. Outputs from the role would include, a Portfolio Plan, Benefits Plan, monthly project reporting, board packs, KPI reporting on project delivery relating to schedule, cost and benefits. You will be expected to become the configuration owner of the Wrike system and be able to develop reports through the tools dashboards and analyze reporting tool.


To be successful in this role you should have:

  • PRINCE2, Agile or APM
  • Experience of Benefits Management
  • Ability to analyse complex data and provide insights and tailored recommendations and reporting outputs
  • Strong stakeholder engagement and communication skills
  • Ability to present information clearly to wide and diverse groups of stakeholders
  • Demonstrable experience in similar role i.e. enterprise wide (including complex inter-dependent programmes consisting of multiple projects aligning benefits and reporting to a set of organisational outcomes)


Desirable skills

  • Knowledge of business change lifecycles
  • Project & Portfolio Management (PPM) systems
  • Working with Agile and LEAN delivery methods
  • Working with Waterfall delivery methodology
  • Broad understanding of Financial Management
  • Experience of a “Best Value” approach to benefits management and realisation
  • Experience of project delivery, risk identification, project planning and be able to give relevant advice on all aspects of the project benefits lifecycle from inception through to delivery and realisation.
