Hays is partnering with a Public Sector body in the Southwest to recruit a Procurement Manager. Join a well-established, positive, and growing strategic procurement team that influences how services are designed, shaped, and delivered to benefit local residents.
Your New Role
As a Procurement Manager, you will lead the procurement activities for Adult & Children’s Social Care, Public Health, and Education. You will strategically guide the purchasing of goods, works, and services to ensure compliance with public sector regulations and deliver efficient, high-quality services to residents.
Key Responsibilities
- Lead the end-to-end procurement process across assigned categories, managing direct awards, framework call-offs, mini-competitions, and full tenders.
- Build and maintain strategic relationships with senior stakeholders across directorates.
- Provide professional, timely, and accurate advice on procurement strategy, policy, and related activities to senior management.
- Participate in the formulation and implementation of corporate, divisional, and service policies and action plans.
- Support the creation and implementation of organisation-wide procurement policies.
- Facilitate collaboration with other public sector organisations to improve procurement outcomes.
- Monitor and support the delivery of procurement activities within the organisation.
- Promote the organisation's procurement policies and best practices.
- Lead projects to identify and deliver savings and efficiencies through procurement and commissioning.
- Develop and deliver training programs to enhance procurement skills within the organisation.
What You’ll Need to Succeed
- A relevant degree or procurement & supply chain qualification, or professional experience within the sector.
- Hands-on experience within the public sector and a deep understanding of public sector regulations (PCR15), including experience with call-offs, mini-competitions, and full tenders.
- Experience of procuring goods and services within Adult & Children's Social Care, Public Health or Education is necessary.
- Experience working across the entire procurement process.
- Strong communication, stakeholder, and supplier management skills.
