General Summary
This is a non-merit system, employment-at-will, long-term contract position. This is a hybrid telework-eligible role (3 days in-office & 2 days telework).
Cityworks is the enterprise asset management software used to support utility infrastructure maintenance. Working within cross-functional teams, theCityworks Application Developerprovides life-cycle support for Cityworks including application life-cycle planning, application maintenance and production and on-call support, end-user support, including responses to ad-hoc end-user requests for application enhancements, and custom programs and reports development.
Essential Functions
Works with business stakeholders and analysts to analyze requirements and code according to corresponding technical designs
Creates and updates technical design documentation
Resolves defects during the design and development phases, working across multiple teams
Assists with diagnosing and correcting production issues
Creates Proof of Concepts (POCs) and presents to team members and stakeholders
Provides support for testing activities (system testing, user acceptance testing)
Provides support for deployment activities into development, testing, and production environments
Attends Functional Design Workshops and requirements meetings as needed
Complies with development standards and release management guidelines
Maintains awareness in the utilities space with regard to application within the organization
Other Functions
Works with the supervisor to develop project scope and priorities
Supports business process team in streamlining WSSC Water business workflows
Participates in the overall development process via architecture guidance, design and code reviews, and estimation and planning assistance

Required Knowledge, Skills, And Abilities
Understanding of relational database platforms (Oracle or SQL Server)
Understanding of the Software Development Lifecycle ( SDLC ) within waterfall and agile frameworks
Knowledge of requirements gathering
Excellent analytical, problem-solving, communication, and presentation skills
Excellent organization and time management skills
Minimum Education, Experience Requirements
Bachelor’s degree in Computer Science or a related disciplineOR
High School diploma (or equivalent) and 4+ years of hands-on experience in design/development

Preferences
1+ year of hands-on experience in design/development
Demonstrated expertise gained through relevant internships, coursework, or work projects that highlight your skills
Experience with SQL programming languages
Ability to work well with people from different disciplines with varying degrees of technical experience and knowledge
Ability to prioritize different activities / assigned initiatives and complete within resource constraints
Ability to conduct application demonstrations for end-user community
Experience working with water/wastewater utility operational systems
Salary$84,360 - $143,640
