The Integrated Service Delivery (ISD) Product Manager leads a cross-enterprise team who will oversee and guide the development, launch, and growth of digital products that create meaningful value for clients and for the state, in a person-centered integrated environment. They are charged with leading and executing the strategy, roadmap, and feature definition for enterprise applications that allow for Minnesotans to simultaneously apply for and enroll in most of Minnesota's social safety net programs (including cash assistance and the federal Supplemental Nutrition Assistance Program (SNAP). The long-term goal and roadmap for these products is expected to include Health Care Programs, and ensure people have easy, equitable, and consistent access to benefits that holistically meet their basic needs in accordance with their personal preferences and goals.
Responsibilities include but may not be limited to:
- Direct, own, and be accountable for all aspects of the assigned Integrated Service Delivery Product within the context of Minnesota's human services delivery system enterprise, Modernization roadmaps and the technologies and information that enable them.
- Accountable for delivering and managing all aspects of the Product's life cycle including Product Management Leadership, Product Vision, Product Strategy/Planning, and Product Life Cycle Management.
- Accountable for setting and owning the vision of the product, monitoring key performance indicators and metrics for its health, and prioritizing the work to be developed by the Product Team.
- Serve as the strategic planner, expert consultant, analyst, and relationship manager: Plan and design services based on Product participants' assessed needs, policy guidelines, and special work/product methodologies to ensure effective Products are provided to stakeholders and participants.
Minimum Qualifications

Four (4) years' professional experience in leading product management and/or systems/application management in a large organization. Experience must demonstrate:
- Leading at least one large scale product or service through successful delivery.
- Lead high-quality product development using an agile methodology - iteratively improving products through delivery cycles.
- Ability to interpret and leverage user research, user testing, and data analytics to make and validate product decisions.
- Experience strategically leading and managing highly politicized relationships with internal and external stakeholders and or partners with competing priorities.
- Strong communication skills and experience and comfort with internal and external stakeholders within a government organization.
- Variety of experiences working effectively with others from different backgrounds and cultures.
