The NCDOT Office of Civil Rights (OCR) promotes equal access and opportunity in transportation programs for our customers, employees, and applicants. OCR is responsible for administering several programs in support of its mission and goals. The OCR works to foster equal opportunity in NCDOT contracting and services; conduct compliance reviews of covered entities that are required to comply with nondiscrimination laws and regulations; provide training and technical assistance to covered entities; conduct statewide outreach to help individuals and covered entities understand rights and obligations under discrimination laws; provide individuals with needed training in order to perform position requirements on NCDOT projects; and provide business and technical training to improve the efficiency and skills of small businesses to increase their economic viability.
The position is staffed to the DBE Program Manager. The primary purpose of this position is to manage intake for the required documentation for the DBE Program (Initial Certification and Annual Reviews), index and upload records (and their supporting documentation) into the Online Application Portal. The position must communicate with applicants and clients to explain the Initial Certification and Annual Review processes and to follow-up on missing or required documentation necessary to make reliable Initial Certification and Annual Review decisions.
The position supports the DBE Program Manager in recurring and adhoc reports, maintaining workload data that provides information on the numbers, types, and deadlines for various certification actions, research and budget updates.
This position provides administrative support and assistance for the assigned program area, provides administrative assistance to the staff, and coordinates procedures for scheduling and monitoring the UCP Program. This position coordinates with state and federal agencies to provide the requested documentation from our DBE Program and participating firms.
The position is skilled in organizing workflow and coordinating activities.
The position should possess detailed knowledge of the Department's business processes, statues, rules, and regulations governing them, as well as Federal requirements relating to DBE certification and Annual Renewals.
This position assists in administering the Unified Certification Program for all North Carolina recipients of federal funds that are required to administer a DBE Program. There are currently around 2500 DBE and ACDBE firms and their associated documentation must be coordinated and managed for completion of various certification actions each year and other related duties as assigned.
