Job Summary
Come and join an elite team focused on optimizing and improving Minnesota Department of Health (MDH) operations. The Agency Project Planning Office strives to empower MDH to achieve its mission through projects improving department operations, and through smart governance of shared tools to maximize collaboration and productivity.

This position exists to create process maps, design, and document process models, develop standards and procedures for process management and execute projects for the agency operations and for MDH operations and for projects supported by the Agency Project Planning Office. The candidate hired for this position will also cultivate a workforce capability for process documentation and process management specifically within the Health Operations Bureau and with focus on process mapping as a critical first step needed to understand the needs and context of future projects. Duties include developing a deep understanding of MDH core operations and department-wide services through documenting, mapping, and diagramming process using BPM industry best practices. This position will also assist with wide-range technical and programmatic evaluation, assessment, analysis, studies, and other activities related to business process and project improvement. Recommendations for detailed, business-driven, innovative solutions to complex existing or emerging business problems is expected. The key responsibilities for this position include leading the strategy and development of Business Process Management (BPM) for core MDH operations, in close partnership with Human Resources, Finance, Facilities, IT governance, and other applicable agency-wide operations areas and divisions; support assigned projects through project management, project delivery, process mapping and providing recommendations for improvements to resolve inefficiencies; and articulate business needs.
Working as a Project Manager and Process Improvement Consultant , you will:
- Research, analyze and diagnose client needs.
- Advise/ consult with clients on how to implement and integrate new business processes and technologies.
- Provide leadership with information and recommendations necessary for decision making and long-range organization and business process and systems planning.
- Lead and drive end-to-end projects for the agency.
- Lead individuals and teams of business and technical staff, setting priorities and timelines, and monitor and report on progress.
This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.
Qualifications
Minimum Qualifications

Three (3) years of experience working in the areas of communications, business management, public health, or related field.
A degree in communications, business management or public health may substitute for experience as follows: a master's degree in may substitute for 18 months of experience; a bachelor's degree may substitute for one year of experience; an associate degree may substitute for six months of experience.
Preferred Qualifications
- Expertise using process mapping software tools including Visio or IBM Blueworks Live (BWL).
- Business analysis experience in large-scale/complex business improvement project(s) with wide reaching scope and significant impact.
- Basic understanding of project management.
