Summary:

The People Concern is partnered with the Department of Health Services (DHS) and the Office of Diversion and Re-entry to provide housing and Intensive Case Management Services (ICMS) to persons being released from jail and experiencing homelessness. Participants are linked to the ODR program while they are in jail and prior to their release. Once released, the ODR team assists the client with obtaining interim shelter and eventually permanent supportive housing in the community.

Participants are linked to an ODR case manager who provides intensive field-based case management and clinical services while employing a trauma-informed care and harm reduction approach to a diverse group of clients with complex trauma facing medical, mental health and substance use barriers. Participants remain in the program for as long as they require subsidized housing. For many individuals this may mean their entire lifetime.

The ODR Clinical Supervisor is responsible for providing clinical supervision and consultation to assigned Case Managers and Clinical Case Managers. In addition, the Clinical Supervisor assists with client crisis management, field support to staff and may provide psychotherapy services to a small caseload.

Duties and Responsibilities:

1. Provides weekly individual supervision to Bachelor level Case Managers and Masters level Clinical Case Managers
2. Provides field-based and office-based support to ODR staff in order to assist with complex client cases, crisis management and advocacy
3. Collaborates with the ODR psychiatrist, DHS multi-disciplinary team, probation officer, judge and community partners to develop creative interventions focused on improving the safety and well-being of our most marginalized clients
4. Assists ODR staff with linking clients to Full Service Partnership (FSP) programs for mental health support
5. Assists ODR staff with tracking client medication adherence and ensuring appropriate linkage to Psychiatry services and access to medications
6. Attends court hearings with clients and case management staff when needed to advocate and ensure appropriate clinical recommendations are made on behalf of client
7. Assists with submission of weekly court progress notes which includes gathering information from multi-disciplinary team, reviewing for errors, and submitting final version by court deadline
8. Obtains LPS designation upon hire in order to assist ODR team with writing 51/50 holds
9. Responds to emergency calls and situations on a 24-hour basis with support from ODR Program Director and Housing Department Director
10. Reviews case managers' progress notes, biopsychosocial assessments, and goal plans
11. Provides assistance with hiring and staffing ODR team and ensuring staff are adequately trained and abide by all policies and procedures.
12. Ensure case managers are linking clients to appropriate services including FSP, other mental health resources, substance use resources, medical, vocational and benefits and entitlements.
13. Assists ODR Program Director in facilitating weekly team meetings and case conferences

Qualifications:

1. LCSW or LMFT who is registered with CA BBS
2. Ability to obtain LPS designation in order to write 51/50 holds
3. Minimum of two years' full-time experience working with the homeless population or severe and persistent mental illness
4. Abe to pass a background check for jail clearance
5. Able to provide direct supervision and management of assigned staff
6. Detail oriented with excellent time management, organizational, written, verbal, interpersonal, and computer skills
7. Strong critical thinking, problem-solving, and team building skills
8. Able to work in a high tolerance Harm Reduction model with clients who have multiple barriers
9. Able to learn quickly and work effectively with a wide range of constituencies and minimal supervision
10. Self-starter with the ability to stay ahead of the curve and thrive in a fast-paced work environment
11. Current, valid California Driver's with an acceptable driving record
12. Able to be on-call 24/7 with support from ODR Program Director and Housing Department Director

Preferred Qualifications:

1. Two years post licensure preferred
2. Knowledge and experience in chemical dependency and substance abuse treatment
3. Minimum 30 WPM typing speed


Work Environment:

1. Field ( may need to travel) and indoor office environment
2. On occasion walk or drive to different local sites
3. Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds
4. Will necessitate working in busy and loud environments
5. Will be exposed to elements like cold, heat, dust, noise and odor
6. May need to bend, stoop, twist , and sit throughout the day
