Job Description

This position is located with the Bureau of Indian Affairs, Northwest Region, Wapato Irrigation in Wapato, Washington. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

QUALIFICATION REQUIREMENTS: The Office of Personnel Management (OPM) Job Qualifications System for Trades and Labor Occupations (X-118C, Qualification Standard Handbook) will be used in determining applicants' qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through the experience shown in your written resume and your responses to the Occupational Questionnaire that you possess the competencies to perform the duties of this position without more than normal supervision. Listed below are the JOB ELEMENTS you will be rated on: ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISION (screen-out element) ABILITY TO OPERATE CONSTRUCTION AND MAINTENANCE EQUIPMENT ABILITY TO MAINTAIN OPERATING EFFICIENCY OF CONSTRUCTION AND MAINTENANCE EQUIPMENT ABILITY TO INTERPRET INSTRUCTIONS AND SPECIFICATIONS PERTAINING TO EQUIPMENT BEING OPERATED ABILITY TO SAFELY OPERATE CONSTRUCTION AND MAINTENANCE EQUIPMENT As an Equipment Operator II, incumbent must have the ability to do the work independently; make decisions, plan operations, show job responsibility, exercise initiative, with examples of work, including but not limited to; know the uses of the different sets of controls for the operation of increased operating complexity for various equipment and attachments up to 25 tons; must be able to grade surfaces to rough or fine specifications by adjusting attachments while the vehicle is in motion. Good depth perception and a high degree of concentration is required to perform the operations necessary to grade the surface, making decisions on work site with regard to proceeding with assigned work. Must be able to move the equipment about in confined areas. Maintain time schedules. BASIS OF RATING: The first job element is the screen-out element (Ability to do the work of the position without more than normal supervision). Applicants who do not meet the minimum quality level of experience for this element will be rated ineligible and will receive no further consideration for this position. Applicants will be rated upon the statements in their application/resume and responses to the Occupational Questionnaire. It will be to their advantage to give a clear and complete description of any pertinent experience or training gained, including types of equipment and devices with which concerned. The Occupational Questionnaire must be completed in order to show skills, abilities, and knowledge under the elements outlined above. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
